Pfilip G. Hunt, Jr., Managing Director Public Finance - Pfilip Hunt has been in the public finance industry for 28 years and has extensive experience in all areas of public finance. From May 1986 to April 1991, Mr. Hunt served as research analyst and investment banker for Southeastern Municipal Bonds, Inc., a regional firm in Orlando, Florida. From 1991 to 2013 Mr. Hunt was the owner of Gardnyr Michael Capital headquartered in Mobile, Alabama. In 2013, Mr. Hunt joined Harbor Financial Services as Managing Director of Public Finance. Since 1986, Mr. Hunt has been involved in over 500 issues of various types of general obligation and revenue bond financings totaling over $20 billion. Mr. Hunt concentrates heavily in the area of design-build-finance for public-private partnerships and project finance for developers and municipalities.

Prior to entering the public finance industry Mr. Hunt worked in financial management and marketing in Jeddah and Dhahran, Saudi Arabia, and Jakarta, Indonesia from 1982 through 1984.

Mr. Hunt graduated from Florida State University, Tallahassee, Florida in 1984 with a BS in Finance and Economics and in 1985 with an MBA in Finance. He is a licensed principal holding the Series 7, 24, 27, 53, and 63 industry licenses.


Ralph W. Cellon, Jr., Managing Director Public Finance – Ralph Cellon is a Managing Director of Public Finance for Harbor Financial Services located in Gainesville, Florida.

He is a graduate of the University of Florida with a BS in Agricultural Science. He began his career in 1971 as a part-time associate with Arch W. Roberts and Co. in Gainesville. He became Senior Vice President of Arch Roberts, and joined Raymond James and Associates, Inc. in 1990. In 1999, Cellon started the Public Finance Division for Morgan Keegan and Company, Inc. in Florida. Mr. Cellon retired from Morgan Keegan in 2011 and practiced public finance with Gardnyr Michael Capital as a managing director.

Mr. Cellon's business interests are in farming, cattle operations, business development, and home building to name a few. His civic and community roles include serving as former Mayor of Alachua, Florida, Chairman of the Alachua County Commission, original member of the Santa Fe College Foundation Board, President of the Gainesville Chamber of Commerce, President of Florida Cattlemen's Association, President of Florida's Fruit and Vegetable Association, President of Florida's Agricultural Council, and Captain of the Gainesville Quarterback Club of the University of Florida.

Mr. Cellon holds the Series 7, 52, 53, and 63 industry licenses.

cellonRaymond Bell, Public Finance Representative - Raymond L. Bell, Jr. joined Harbor Financial Services' public finance division in February 2015 specializing in public finance for cities, counties, states, authorities, governmental agencies and not-forprofit corporations.

Mr. Bell is the managing attorney of Bell Law Firm, P.C. located in Mobile, and he has been practicing law since 2000 representing various private and public sector clients. He practices in both federal and state courts, is a Special District Court Judge, serves as a mediator in various Mobile County Circuit Court matters and is a member of the CJA Panel for the US District Court for the Southern District of Alabama.

Prior to practicing law, Mr. Bellserved as an Assistant to the President Pro Tem of the Alabama State Senate, Assistant to the Lieutenant Governor and as Appointments Secretary to the Governor. He has served as a member, Vice-Chair and Chairman of the Alabama State Ethics Commission.

cellonReese Rainey, Managing Director Public Finance - R. Reese Rainey is a Managing Director of Public Finance for Harbor Financial Services located in Montgomery, Alabama.

He is a graduate of Florida State University School of Business. He began his career in investment banking in 1972 and during his career he has been involved with pricing, placement and structuring of more than $24 billion in public debt. Mr. Rainey has the series 7, 24, 53 and 63 licenses. Mr. Rainey served as co-senior manager for two of the State's largest issues ever: $520,000,000 State of Alabama General Obligation Bonds; and $473,000,000 State of Alabama Highway Authority Revenue Bonds.
